Laszlo Bene, an engineer at the Office for the Protection of the Waters and Canals, is very much annoyed by the bureaucracy. His marriage is also a disaster. And so, he applies to be transferred to a little village. There he meets Kecskés, the director of the state farm. At first the two of them seem to have nothing in common. In any case, the draught grinds on and Kecskés would not mind having Bene's help. They discover that, by digging a system of wells, all the state farms irrigation problems could be resolved. Ignoring the obstacles of the bureaucracy, the two men end up working side by side. In the end, even the authorities recognize the usefulness of their efforts.
