Nighttime in Cardiff. While the weather forecasters announce the arrival of a storm and the level of the water in the bay is rising, a group of musicians is performing in a church near the shore. The local radio is airing their concert, putting different people and events in contact.

"Minim is an unconventional short film, a unique combination of music and images that describe the subtle links between people and place on one night in Cardiff bay. The bay area of Cardiff is undergoing massive change, as the old docks are being replaced by new office and leisure developments. A new barrage will permanently flood the bay towards the end of this year" (Chris Forster).
