Mexico, in the 1920's. Since the head of the armed forces in power supports the candidature of general Jiménez, currently minister of the interior, for President, General Aguirre, the minister of war, withdraws his, but Olivier, leader of the Progressive Radical Partil, decides to continue supporting him. During a Radical Party congress, Ibáñez, prefect of the State of Mexico, nominates Jiménez as candidate. His deputy Axkaná, a friend of Aguirre, is kidnapped and tortured. The latter, holding the confession of one of his kidnappers, goes to the head of the armed forces: things end badly between the two of them. Aguirre therefore accepts the nomination as president, causing disruption in the Chamber of Deputies. A colonel warns Aguirre that he is planning his arrest to prevent a rebellion. Aguirre places himself under the protection of general Elizondo in Toluca, believing that he is one of his supporters. Elizondo's betrayal means that Aguirre, Olivier and others are killed in the street. Only Axkaná, who is wounded, manages to escape.
