A documentary film on the illusions of the indigenous movements who
believed that change was in making with the election of Lucio Gutierrez
with their determinant support in November 2002. The newly elected
president quickly repositioned himself at the side of the USA and the
IMF. He presides over a country where 84% of the population lives with
just above 1 US$ a day and 40% of the state budget continues to be
allocated to external debt service. This is a film on the paradigms of
structural adjustment and neo-liberal policies as integral part of new
imperial logic of the only remaining superpower. Militarisation as
economic and trade strategy for South America as in the rest of the
