IL FOGLIO

It’s nighttime, the city is silent and the rolling shutters of the bars are still down. But in via Oberdan, in Naples, people begin to arrive and write their name on a piece of paper attached to the wall. This precious list sets the order – on the basis of their arrival - with which people will enter the offices of the Italian Revenue Agency. Every day, through this simple act of self-organization, people of every age, provenance and economic situation constitute a true democratic society. A society founded on a piece of paper, which lasts only a few hours and, like every human association, is animated by conflicts, tension and solidarity. 

“I wanted to make a movie about Italian bureaucracy from the citizens’ point of view. So I decided to recount one of the various survival strategies people put in motion to compensate for an inefficiency of the state. Il foglio observes the queue which forms and which organizes itself outside a public agency; it is the consequence of what happens inside and, at the same time, the expression of what happens outside, in society.”
