Max Frost is a successful singer who is invited to join the staff of Fergus, the thirtyfiveyearold democratic senatorial candidate because of his influence on the youth. Max is convinced of the potential of a predominately young electorate. He makes a public appeal for the voting age to be lowered to fourteen. This is just the beginning of his rise to political power. He breaks with Fergus, and has the very young girl, Sally elected to Congress in the place of a deceased congressman. He goes so far as to cut off the resistance of the oldest citizens by putting LSD in the drinking water. His final prize is the presidency of the United States. Once he is president, he promulgates laws that are progressively more restrictive to people over thirty five. But the years pass for him too. One day the young daughter of Fergus calls him old too. Meanwhile, the children hatch a plot to throw him out of power.
