Jackie Chan, the Asian top action star, plays a detective of the Hong Kong Royal Police assigned to find a wealthy industrialist who has been kidnapped. The criminals are part of a mysterious clique of mystics, Marxism and policemen-cum-terrorists reacting to the panic that has seized the city as the 1997 deadline for Hong Kong's reunification with mainland China approaches. In the end, the detective, abandoned by his colleagues and informers, finds his inquiry up a dead end due to a lack of cooperation. The pressure on him is such that he's near the breaking point. But he has yet to discover that the man puffing all the strings is none other than his revered boss.
